Can a strong score in another skill make up for weak listening?

No. The four skills are assessed separately and the requirement applies to each one. Your weakest skill determines whether you meet the level.

Section A: short announcements and situations — identify where you are. Section B: dialogues. Section C: longer documents. Section D: reformulation, choosing the sentence closest in meaning. Each recording plays once.

Three things that actually move this score

Section A is about place words, not full comprehension

Quai, retard, embarquement, caisse — one or two nouns usually fix the setting. You do not need the sentence.

Section D is vocabulary, not listening

It tests whether you know that il n'a pas manqué de means he definitely did. Study the idioms; the audio is the easy part.

Read the question first, every time

Single play means there is no second chance to work out what you were supposed to be listening for.

The mistake that costs most people marks

Treating all four sections as one skill and practising them together. They fail for different reasons, and the app tracks accuracy per section for exactly this reason.

Remember it is judged on its own

NCLC 7 must be met in listening separately from the other three skills — you cannot make up a weak listening score with a strong one elsewhere. If listening is your weakest section, it is the only section that currently matters.
